New WHO-ILO Framework to Track Progress Towards Universal Social Protection Inclusive of People with TB
14 October 2026
World Health Organization news release
The World Health Organization (WHO) and the International Labour Organization (ILO) released a new monitoring and evaluation framework to enable countries to track progress towards universal social protection inclusive of people with TB.
The framework proposes a phased approach to monitoring that can be applied across countries with different social protection systems, data availability and monitoring capacities. It enables countries to build on existing health and social protection monitoring systems while progressively strengthening measurement of whether people with TB are effectively reached and protected. The framework complements the 2024 WHO-ILO Guidance on social protection for people affected by tuberculosis by providing a practical approach to monitoring progress and identifying gaps in effective coverage.

On 27 October 2026, WHO and ILO will jointly host a global webinar to launch the new framework and discuss how it can be used to strengthen monitoring, accountability and action towards the 2027 target.
The event will bring together government representatives, people affected by TB, civil society, WHO and ILO, and experts in social protection and evaluation. The discussion will draw on country experiences and the perspectives of people affected by TB, and explore opportunities to build on existing health and social protection monitoring systems to translate global commitments into measurable progress.
